Capacity Building and Knowledge Exchange Program

The CIF Administrative Unit, in coordination with the Multilateral Development Banks (MDBs), has initiated in this FY15, a series of training workshops to strengthen Pilot Program for Climate Resilience (PPCR) countries’ capacities for Monitoring and Reporting (M&R) results achieved through the implementation of their national investment plans.

Organized by: Planning Institute of Jamaica (PIOJ), the PPCR focal point, with the support of the Inter-American Development Bank (IDB) 
 
Participants: A total of 28 participants attended the workshop including representatives from key agencies, notably, Ministry of Water, Land, Environment and Climate Change (MWLECC) ,Ministry of Agriculture and Fisheries (MOAF); Ministry of Health (MOH), Meteorological Service, the University of the West Indies at Mona, USAID, NGOs, the World Bank, and the CIF Administrative Unit (CIF AU).

The CIF Administrative Unit has produced a Knowledge Note on lessons learned from the experience of designing and revising the CIF Results System. The Knowledge Note identifies the key challenges that emerged during the initial design process. It also lays out timely and insightful advice on how the revised CIF Results System has reduced complexity and increased country capacity in support of CIF program outcomes and countries' national development objectives.

Monitoring and Reporting (M&R) is of critical importance to track performance, provide some accountability and above all to learn with the aim of improving ongoing management decision making. The goal is to be able to generate, aggregate, synthesize and report data across countries and programs to demonstrate results.

Evaluation studies assess the extent to which the project produced the intended outcomes and, where possible, impacts. For a given project, program, or policy, the objective of the evaluation is to assess the relevance, coherence and efficiency of implementation, as well as to determine the overall efficacy, impact and sustainability.

Learning is one of the core objectives of the CIF. While M&R is learning "as you go" and feeds back into the implementation process, ex-post Evaluation helps to improve efficacy of future programs and activites.
